Born in 1976 in Kampot province, Cambodia, joined the Garment Manufacturers Association in Cambodia (GMAC) since March, 2010 and currently serves as IT officer. Beside this He is working on Software Development and Consultation, and is also Government Researcher at Royal Academy of Cambodia of the Council of Ministers.

Having Graduated in Master Degree of Computer Science at Royal Academy of Cambodia (2003), graduated in Bachelor Degree of Computer Science at Hanoi University of Technology, Hanoi Vietnam in 2001, and Studied Open Source Software Solution Integration Course at CICC (Japan), on the standards available for data exchange between server to server and client to server, eXtreme programming as analysis and design methodology, Apache Server and MySQL as platform for development, java and PHP as development language and Integration with .NET framework in 2005.
